Precautions against Infectious Diseases

  • 1. In order to ensure the safety and security of all concerned persons, this event will be held in accordance with the policies for event restrictions presented by the national government and the Osaka Prefectural Government, the Guidelines for Preventing the Spread of Infections to Resume Sports Events set by the Japan Sport Association and other relevant parties, and the Guidance on Holding Road Races provided by the Japan Association of Athletics Federations. This race will be held with anti-virus measures in consideration of the status of the COVID-19 pandemic.
    These precautions will be applied to runners, escort runners, volunteers, race officials, and event officials who participate in the event. When participating in the event, it is necessary to understand the following.
    The event may be canceled or the size of the event may be reduced depending on the status of the COVID-19 pandemic or changes in the policies for event restrictions presented by the national government and the Osaka Prefectural Government. Depending on the status of the COVID-19 pandemic, we may ask you to take additional measures or pay additional costs, or we may relax measures against COVID-19.
  • 2. Participation will be refused if you do not cooperate with anti-virus measures.
  • 3. Those over the age of 65 and those with underlying diseases are at high risk of becoming seriously ill with COVID-19. Please make a careful decision about participating in the event.
  • 4. Those who can be vaccinated against COVID-19 should complete at least three vaccinations by two weeks before the event, in principle.
  • 5. For runners and escort runners (hereinafter referred to as “runners etc.”), it will be confirmed that they have tested negative on a PCR or other test(*) or an antigen qualitative test, if the vaccinations stipulated in 4 cannot be confirmed. Participants other than runners etc. may also be tested to confirm that they are negative for COVID-19 before participating in the event, if the vaccinations stipulated in 4 cannot be confirmed. Arrangements and costs for tests are not included in the entry fee. Runners etc. will be responsible for arranging and paying for the cost of a test.

    (*) The “PCR or other test” here refers to any of a PCR test, nucleic acid amplification method such as LAMP, or an antigen quantitative test.

  • 6. Please wear a non-woven mask and wash and disinfect your hands thoroughly.
  • 7. The event organizing body will take no responsibility for any illness, including COVID-19, or accidents except for first-aid treatment.
  • 8. Please be sure to manage your health before participating in the event.
  • 9. For physical condition management, the physical condition of runners etc. will be checked, in principle, using a physical condition management app(GLOBAL SAFETY )(hereinafter referred to as a “physical condition management app”) specified by the event organizing body. For participants other than runners etc., their physical condition will be checked using a physical condition management app or a physical condition check sheet, which will be specified by the event organizing body. For this reason, smartphones compatible with these systems are required.
  • 10. It is necessary to enter or write your physical condition and body temperature on the physical condition management app or on the physical condition check sheet specified by the event organizing body, from one week before the event to five days after the event.
  • 11. If you fall under any of the following, you cannot participate in the event.
    • A. Runners etc.
    • (1) If you have any of the following histories of COVID-19 infection or contact by the day of registration for the race
      • ① If a positive result is confirmed by a PCR or other test(*) or an antigen qualitative test between three weeks before registration for the race and the day of the race
      • ② If self-health observation is required as a close contact person within three weeks before the registration for the race and the self-health observation period has not finished by three days before the day of the race
      • ③ If you have traveled to a country or region where the government has imposed entry restrictions or required a post-entry observation period or have had close contact with a person residing in such a country or region, and if the health observation period has not finished by three days before the day of the race
      • ④ If you are feeling unwell and suspected of being infected with COVID-19, including having a fever of 37.5°C or higher, a cough, and a sore throat, within one week before registration for the race (however, excluding cases where it is clear that the cause is not COVID-19)
      • ⑤ If a family member whom you live with or a close acquaintance is suspected of being infected with COVID-19 between the day of registration for the race and the day of the race
    • (2) If the event organizing body confirms that you have a fever of 37.5°C or higher between the day of registration for the race and the day of the race
    • (3) If you do not enter data in a physical condition management app or submit a physical condition check sheet
    • (4) If there is a problem with entering data in a physical condition management app or filling out a physical condition check sheet and, as a result, your physical condition or identity cannot be verified
    • (5) If you do not agree to be tested to confirm that you are COVID-19 negative, as prescribed in 5
    • * If a runner falls under item (1) or (2) above and is unable to participate in the race, the entry fee will not be refunded. However, if the runner wishes to participate in the next Osaka Marathon, he/she can be selected without drawing lots. In this case, he/she will need to pay the entry fee again. If a runner falls under any of items (3) to (5) above and is unable to participate in the race, the entry fee will not be refunded. In addition, the right to participate in the race cannot be transferred to the next Osaka Marathon.
    • B. Participants other than runners etc.
    • (1) If you have any of the following histories of COVID-19 infection or contact by the day of participation
      • ① If a positive result is confirmed by a PCR or other test(*) or an antigen qualitative test between three weeks before the day of participation and the day of the race
      • ② If self-health observation is required as a close contact person within three weeks before the day of participation and the self-health observation period has not finished by three days before the day of the race
      • ③ If you have traveled to a country or region where the government has imposed entry restrictions or required a post-entry observation period or have had close contact with a person residing in such a country or region, and if the health observation period has not finished by three days before the day of the race
      • ④ If you are feeling unwell and suspected of being infected with COVID-19, including having a fever of 37.5°C or higher, a cough, and a sore throat, within one week before the day of participation (however, excluding cases where it is clear that the cause is not COVID-19)
      • ⑤ If a family member whom you live with or a close acquaintance is suspected of being infected with COVID-19 between the day of participation and the day of the race

  • 12. If you are infected with COVID-19 within five days after the race, please contact the Osaka Marathon Call Center. Also, please cooperate with the survey conducted by the public health center.
  • 13. Runners etc. are required to check and observe the following precautions.
    • (1) A clothes changing space and a checkroom will be provided for runners etc. at the event. However, to avoid the three Cs (closed spaces, crowded places, and close-contact settings), please come in the clothes that you will wear in the race as much as possible. Please do not change your clothes at surrounding facilities.
    • (2) Please wear a mask except when running at the event. In addition, please wash your hands or disinfect your hands with alcohol frequently. When you are waiting, please keep your distance from people around you as much as possible and do not talk in a loud voice.
    • (3) Runners etc. are required to thoroughly observe the following: when running, do not line up in a straight line to avoid the impact of breath exhaled from runners in front of you but run side by side or run diagonally behind other runners, if possible; do not spit sputum and saliva on the course; do not throw trash on the course; and avoid contact and conversation with other runners.
    • (4) Although we do not require you to wear a mask while running, please do not throw away your mask but carry it with you. Please wear a mask in restrooms, first-aid stations, and accommodation buses on the course. In addition, please be careful not to touch your eyes, nose, and mouth during and after using a restroom and wash or disinfect your hands thoroughly.
    • (5) Since food service is limited to individually packaged items at the event, there is a limit to the type and number of food items. In order to avoid the three Cs (closed spaces, crowded places, and close-contact settings), please pack food and drinks, such as jelly and drinking water, in your running pouch.
  • 14. Personal information collected by a physical condition management app or a physical condition check sheet, specified by the event organizing body, will be handled in accordance with the privacy policy of the Osaka Marathon Organizing Committee and may be provided to public health centers, medical institutions, and other facilities to support infection prevention measures.

Handling of the Event Due to the Impact of the COVID-19 Pandemic

1. In order to ensure the safety and security of all concerned persons, the Osaka Marathon 2023 (hereinafter referred to as the “event”) will be operated in accordance with the policies for event restrictions presented by the national government and the Osaka Prefectural Government, the Guidelines for Preventing the Spread of Infections to Resume Sports Events set by the Japan Sport Association and other relevant parties, and the Guidance on Holding Road Races provided by the Japan Association of Athletics Federations.

Those who are infected or suspected of being infected with COVID-19*1cannot participate in the event. If a runner falls under the above condition and is unable to participate in the race, the entry fee will not be refunded. However, if the runner wishes to participate in the next event, he/she can be selected without drawing lots. In this case, he/she will need to apply for the next event*2and pay the entry fee again.

If the safe operation of the event is judged to be difficult due to the COVID-19 pandemic, an earthquake, a storm, a flood, or any other natural disaster, the event will be canceled. The amount of refund of the entry fee in this case will be determined after deducting the expenses incurred before the cancellation decision is made, as described in the Guidelines for Osaka Marathon Applicants.

Those who do not comply with the rules and regulations of this event (collectively referring to the Osaka Marathon 2023 Guidelines, the Notes for Applications, the Notes for Participating in the Race, the Precautions against Infectious Diseases, and the Instructions for the Race, etc.) and those who do not follow the instructions of the event organizing body will not be allowed to participate in the event. In addition, they may be asked to stop running during the race. If you fall under these conditions, the entry fee will not be refunded. You will also not be able to participate in future races.

  • *1 “Those who are infected or suspected of being infected with COVID-19” refer to those who fall under either of 11. A. (1) or (2) of the Precautions against Infectious Diseases.
  • *2 If you wish to participate in the next event in accordance with the Handling of the Event Due to the Impact of the COVID-19 Pandemic, you will be required to re-apply for the next event in the application category that corresponds to the application category in which you were supposed to participate at this event, in principle. However, for charity runners, please contact the Osaka Marathon Call Center because there may be some differences in the handling conditions. Details, such as how to apply, will be announced at a later date.
